THIS WEEK'S HEADLINES
Last week, we met with the Company for the seventh consecutive week of negotiations. Most of the week was spent analyzing data and discussing solutions that we have suggested to address the Company’s concerns while protecting pilot QOL. Progress was again slow, which is disappointing, but the discussions showed potential. The next negotiating session is scheduled to occur in Salt Lake City the same week as the June MEC meeting.

Pilots, when notifying the Duty Pilot they are not fit for duty, should consider the 48-hour deadline to submit their FFDR when giving their rest and ready time. Many factors may cause the pilot to forget, or delay reporting, after the 48-hour deadline has passed.

PWA Section 24 AA. Fitness for Duty Report (FFDR)
  • Within 48 hours of removing themself from duty due to fatigue, the pilot must submit a “Fitness for Duty Report” (FFDR) to the Company.
Below are helpful tips to ensure timely FFDR submission:
  • Consider several factors that might affect your rest and ready time. You may need to give yourself more time to be able to submit your report before or after you rest. Please also take into consideration the amount of time it may take Crew Accommodations to find you a hotel, transportation to/from the hotel, etc. Remember, rest only begins once the pilot is released.
  • Remember, you may extend your rest and ready time if you have not recovered. However, an extended rest and ready time will NOT delay your submission deadline. Please plan to complete your report at an appropriate time before the deadline.
  • The Duty Pilot will email the FFDR link to complete your fatigue report. It will be sent to the email on file that is listed in Self-Service. Please check your SPAM folder in case you do not see it within 30 minutes of calling out. There is a reminder email sent from the Company the following day at 7 a.m. to submit the report.
  • Saving but not submitting your report will not bypass the 48-hour window. Please ensure that you complete the submission process.
  • If you encounter any technical or submission issues, please reach out to pilotfatigueprogram@delta.com within the deadline window and describe the issue you are having. This will inform the Company that you may not be able to meet the window due to technical issues.
Ultimately, each pilot must make the determination about when to write and submit their FFDR and are responsible to ensure timely submission.

For more information, review the FFDR Best Practices Guide.

  • Delta Global Flying growth = 84,239 BHs
  • Partner Global flying growth = 72,754 BHs
  • DL block hours above 1:1 growth minimum = +11,485 BHs
  • *Delta and Partner growth is measured relative to respective baseline BHs (2023-2024)

Support for Breeze Pilots
Breeze Airways pilots held informational picketing on May 27 at Providence International Airport to mark the airline’s fifth anniversary of operations and call for progress on a long-overdue first contract. Breeze pilots have been flying without a contract since the airline’s founding. Delta MEC volunteers supported the picket and the Breeze pilots’ efforts to reach an agreement with industry-standard compensation, benefits, job security and quality-of-life protections.

Managing Increasing Traffic
Increasing traffic and airspace complexity continues to create an environment where traffic conflicts are a consistent threat in our operation that needs to be mitigated. Traffic is increasing at roughly 50% every 10 years, meaning ATC systems, crew training, and aircraft manufacturing continue to evolve to meet the increased demand.

One of the greatest assets for flight crews is TCAS (Traffic Alert and Collision Avoidance System). Industry data shows that ~40% of TCAS RAs are not correctly flown, meaning flight crews are often disregarding critical safety information. As a reminder, per FSB 26.01 TCAS TA Only Policy, there are no longer any airports that have an allowance for the use of TCAS TA Only mode during normal operations. FCTM 7.11 Traffic Alert and Collision Avoidance System is worth reviewing to ensure any RAs encountered during normal line operations are complied with per company guidance.

Crew response will vary depending on the phase of flight and whether the aircraft is capable of flying the RA on the AP. It is important for all crewmembers to monitor the aircraft during the maneuver to ensure RA commands are executed correctly. RAs flown on autopilot may require crew intervention if a sufficient VS is not reached. A descend (fly down) RA issued below 1,000 feet AGL should not be followed. This is the only situation in normal operations where an RA should be disregarded, even if the intruding aircraft appears to be in sight.

Jumpseat Listing Reminder
A friendly reminder from your Jumpseat Committee: Please use proper etiquette with your fellow pilots regarding Jumpseat listings.

As we enter the busy summer travel season, please remember to cancel your Jumpseat listings when you are unable to use them. No-show pilots for Jumpseat listings are a bad look for the pilot group and can be responsible for other commuters being left behind at the gate.

A Jumpseat reservation entitles you to check in for the Jumpseat up until 15 minutes prior to departure. When an unused Jumpseat listing is not cancelled, it puts walk-up jumpseaters in jeopardy of not making the flight due to the increased workload for the gate agent around the time of door closure.

Additionally, please do not make multiple Jumpseat listings for the same city pairs on the same day. This allows all the commuters to have access to the Jumpseat during busy travel periods.

If you have any questions about Jumpseat procedure or policy, please send us a DART, or email us at DALjumpseat@ALPA.org.

Staying Mentally Well on the Road and at Home
Acknowledging that we aren’t in the best place mentally can be overwhelming. Keep in mind, though, that moving towards mental wellness doesn't require a complete life overhaul. Small, consistent actions can make a big difference. Prioritizing sleep, staying hydrated, maintaining a routine, and getting regular exercise are foundational to our mental health. Even simple things like stepping outside for fresh air, limiting alcohol, or taking a few minutes to reset between legs can help reduce stress and improve mental clarity.

These small steps are perhaps even more important when we are on the road. Call family or friends, build small routines that travel easily, and don’t isolate after a long day. At home, create space to recharge and disconnect from work when possible. Taking care of our mental health is no different than managing risk in the cockpit—it’s about awareness, good habits, and making decisions that keep us operating at our best. If you ever feel overwhelmed while on a trip or at home, PAN volunteers are waiting to take your call 24/7. Call us at 1-888-4DAL-PAN, or request a volunteer reach out to you at a time that works best for you.

FAA Hotline Reports -- What Pilots Need to Know
DPAC typically assists pilots with navigating issues related to substance misuse, DUIs, or on-duty alcohol events. In recent months, however, the committee has seen an increase in calls resulting from  anonymous reports made through the FAA Hotline.

When a pilot is reported, the FAA sends a certified letter outlining the required actions. These requirements often include drug and/or alcohol screenings and may stem from a medical encounter where a pilot was found to have a higher-than-allowed blood alcohol level.

Pilots who receive such notifications must follow the FAA instructions as written and meet all stated deadlines. DPAC is available to help arrange the required screenings and provide guidance throughout the process. Pilots should also contact ALPA Legal for support at 1-800-USA-ALPA during normal business hours.

Where can I find more information?
If you or someone you care about is struggling with substance abuse and would like to confidentiality speak to a DPAC volunteer, please use the following contact information:
Because of the sensitive nature of your situation, you will only speak to the DPAC chairman or vice chairman. Your phone call is confidential and never recorded.
